Who we are

Our Philosophy

GOPAC - the Global Organization of Parlamentarians Against Corruption - is an international organization with the primary goal of bringing together parlamentarians, leaders and other members of civil Society to combat corruption and promote transparency and accountability in Government. A global leader in the field of parliamentary development, the Parliamentary Centre - GoPac - is a Canadian not-for-profit organization devoted to improving the effectiveness of representative assemblies and governance mechanisms in Canada and around the world. 

Its Asian Chapter - SEAPAC - is a non-for-profit organization devoted to the same main objectives of GOPAC.

The Centre has served parliaments and legislatures for more than three decades. Founded in 1968 to strengthen the capacity of Canada’s Parliament, the Centre is now a global agency that also supports democratic institutions in Asia, Africa, Latin America, Eastern Europe and the Middle East.

The Centre designs, implements and manages programs; conducts and publishes research; and establishes and expands parliamentary networks. With links to legislatures and parliaments in Canada and abroad, the Centre acts as a broker and facilitator, fostering partnerships and providing access to a range of expertise. Partners appreciate the Centre’s ability to apply the knowledge and experience it has acquired through hundreds of projects delivered in dozens of countries.

 

At the Parliamentary Centre, we believe that all citizens have a right to participate meaningfully in the decisions that affect them, and that effective legislatures are crucial not only to democratic governance, but also to sustainable development. We’re committed to providing support that respects the historical, cultural and political uniqueness of countries while fostering greater transparency and accountability in government.

As an organization of critical thinkers committed to continual learning, we apply our knowledge and experience to every project and program we undertake.

Services

The Parlamentary Centre offers a range of services in parliamentary development and good governance.

Assessment Missions. We organize and carry out missions to assist parliamentary leadership in determining priorities and approaches to strengthening their legislature. We also offer missions to assess governance in a country and the implications for Canadian policy.

Program Development and Management. We have the capacity to develop and manage major, complex, multi-year parliamentary development programs. We recruit qualified individuals to staff field offices and provide support services (administrative and financial) at headquarters.

Technical Assistance. We recruit and deploy Canadian experts to advise parliamentary leadership and management on programs to strengthen the legislature. Areas of specialization include parliamentary research and information services, committee operations, strategic planning and human resource development.

Workshops, Seminars and Courses. We design and organize in-country workshops and seminars, as well as distance learning courses on parliamentary development and public policy. Areas of specialization include anti-corruption, poverty reduction and e-parliament.

Study Visits and Attachments. We design and organize study visits to Canada for delegations of MPs and staff of legislatures, with the focus on the national Parliament and the provincial legislatures of Canada. We can also facilitate longer attachments to Canadian legislatures.

Research and Publications. We carry out research studies and publish articles on a range of topics linked to parliamentary development. The priority areas of research include indicators of parliamentary performance, parliament and the budget process, parliamentary oversight and accountability and committees.
